Council to Vote on Flood Elevation Rules, Pump Station Contracts Aug. 24

The St. Charles Parish Council is set to vote on an ordinance that would reestablish the parish's official flood insurance maps and set new minimum building elevations for the Sunset Drainage District, adding a lowest permitted elevation of 0 feet NAVD88. The maps in question date to a 1992 flood insurance study and determine how high homes and buildings in that drainage district must be built.

The same meeting includes several drainage-related contracts up for final action. A resolution would authorize an intergovernmental agreement between the state Coastal Protection and Restoration Authority and the parish for construction of the Upper Barataria Risk Reduction Cousins Pump Station T-Wall, known as BA-0280, in Luling. Council members are also scheduled to act on a professional services agreement with GIS Engineering, LLC, for design work on the Engineers Canal Pump Station Improvements, not to exceed $1,423,978.00. A separate item would amend an existing engineering contract with EJES, Inc., for the Kinler and Paul Fredrick Roadway and Drainage Improvements project, adding $95,000.00 and bringing that contract's total to $839,851.00. Triniece Davis Boyd is listed to address the council directly about the Kinler and Paul Fredrick project.

Three rezoning requests are being introduced for a public hearing set for Monday, September 14, 2026, at 6:00 p.m. in Council Chambers. One would change property at 16825 Highway 90 in Des Allemands from R-1A and R-1A(M) to C-3, requested by William Sigmon for Sigmon Rental Properties, LLC. Another would rezone a lot on the St. Gertrude Catholic Church campus at 17302 LA 631 in Des Allemands from R-1A(M) to C-3, requested by Paul Hogan for PDJ Enterprises, LLC. A third would change a portion of a Coteau De France tract at 117 Gwen Lane in Des Allemands from C-3 to R-1M, requested by Baron Tregle for White Boot Investments, Inc. Separately, the council is scheduled to take final action the same night on a broader ordinance updating definitions and use regulations for C-2 and C-3 commercial zoning districts across the parish, along with resolutions backing Planning and Zoning Commission decisions tied to the Sigmon property and to an accessory dwelling unit on Bernice Drive in Luling requested by Manuel and Antoinette Rodriguez.

Other contracts scheduled for a vote include an amendment adding $150,000.00 to a testing and inspection agreement with Alpha Testing and Inspection, Inc., bringing that contract to $650,000.00, and a new agreement with Barowka and Bonura Engineers and Consultants, LLC, to manage the parish's Residential Mitigation Program at $7,250.00 per structure. A separate ordinance would update fees the parish charges for copies of public documents.

The council is also scheduled to consider a cooperative endeavor agreement with St. Charles Parish Public Schools for use of property next to Norco Elementary School, along with appointments to the Library Board of Control's District II and District VI seats and to the Communications District board representing the parish Firemen's Association.

The meeting is open to the public, and residents may speak during public comment. It begins at 6:00 p.m. on August 24, 2026, in Council Chambers at the Courthouse.
