The St. Charles Parish Council met Monday night against a backdrop of recent flooding from Tropical Storm Arthur, hearing from Parish President Matthew Jewell that rainfall in some areas nearly doubled what the parish's drainage system is designed to handle. Jewell reported on pump station performance and ongoing drainage capital projects as residents pressed the council for action on specific flooding and ditch problems in Hahnville and St. Rose.

Several residents spoke during public comment about drainage failures. One resident described a deep, unmaintained ditch on Smith Street in Hahnville that has caused safety hazards, including a death in her family, and asked the parish to fill it in. Jewell responded that the ditch sits on private property but said parish staff would follow up with her directly. Another resident detailed recurring flooding on St. Rose Avenue, pointing to a berm blocking drainage to the Diane Pump Station, undersized and clogged culverts, and an unmaintained ditch. Jewell outlined steps underway, including a new portable pump, a redesigned pump station, and a phased culvert replacement project beginning at the railroad tracks, but cautioned that state permitting could take several months. A resident also criticized the parish generally for not adequately cleaning culverts and ditches, saying that failure has contributed to ongoing flooding.

Council Member Michelle O'Daniels noted that St. Rose faces the same servitude-negotiation challenges the parish has seen on the Kinler and Paul Frederick drainage project, and said the parish needs to begin identifying property owners and options for drainage relief there soon.

The council approved a $728,906 contract with Cass Brothers Incorporated for drainage and roadway improvements on Kinler and Paul Frederick. It also approved an amendment to the DRC Emergency Services storm debris contract, expanding it to include waterway and marine debris removal. One resident argued during public comment that the debris contract was too open-ended about what waterway debris would actually be removed. A new emergency debris removal contract is expected to go out for competitive bids around August or September, which would formally incorporate the waterway and marine debris services added Monday.

The council also approved a $1,430,000 contract with TEH Enterprise LLC to build a new dog park near the animal shelter, following lengthy debate. One resident argued the project's cost had grown beyond its original estimate and said drainage work should be prioritized over the dog park. Another resident raised concern that a landscaping plan may have been left out of the construction contract. That landscaping question was not formally addressed as part of the contract approval Monday, and residents should watch for how it and the construction timeline are resolved.

In other action, the council approved a subdivision waiver requested by Zachary Hogan. It also passed a resolution endorsing the Commission on Natural Disaster Risk Management and Insurance Act. Members accepted the resignation of Robin Robichaux from the Library Service District Board and approved an ad hoc appointment to the Arc of St. Charles Board. The council adopted a recognition of Barbara Gutierrez Bosworth and a memoriam for Leon C. Sonny Vial III.

Looking ahead, the council will hold a public hearing on Monday, July 27, 2026, at 6:00 p.m. in Council Chambers at the Courthouse in Hahnville, to take final action on several items. These include an amendment to the 2026 Consolidated Operating and Capital Budget adjusting fund balances and re-applying unspent 2025 construction and engineering fees to 2026 projects, a lease agreement between DJV, L.L.C. and the parish for River Parishes Workforce Development Board office space, and three zoning changes: from R-1A to R-1A(M) at Good Hope Plantation as requested by Stein Management, LLC; from C-2 to R-1A in the Village of Hahnville as requested by Billy Butler for Moore New Homes, LLC; and from R-1A to O-L on property in the Friloux-Donnaud Estate as requested by Robert Gilbert. The council will also accept nominations to fill vacancies on the St. Charles Parish Communications District and on the Library Board of Control, District VI, created by Robichaux's resignation.
